The chick in Jamison Mercantile on new Atlantis has disappeared so I can no longer buy or sell there. The owner is stressed out and for some reason is only wearing underwear now to make himself feel better. Also can’t add the old mars skin to the cutter anymore but still works on the deep space helmet. All since update.

Definitely sounds like the update might have bonked a few things on the head for you. Hopefully Bethesda release a hotfix in the very near future. Otherwise, you might be able to use the console command to move an NPC to you to get the Jemison Mercantile NPC back. I don't know how to resolve the underwear issue, but I wonder if a validate files on Steam will resolve that and the Mars Cutter skin.
